Driven rain gets in where a light shower cannot: under lifted flashings, through worn valleys, past loose ridge tiles and through cracks you cannot see from the ground. A leak that only shows in bad weather can still be traced and fixed.

Both. A split, a blister or a failed joint on an otherwise sound flat roof can be repaired. If the covering has failed across the roof or the deck underneath has gone soft, replacing it is better value.

It depends on the material and how well it was laid. Older felt roofs often need attention after 10 to 20 years. Modern torch-on felt and single-ply membranes, laid well, last considerably longer.

Not always. If the boards behind the gutters are sound, new guttering can go straight on. If they are rotten or flaking, it makes sense to replace them at the same time, because new gutters will not stay straight on rotten timber.
